Permit approved for home-based financial planning business

KINDERSLEY—Town of Kindersley council approved a discretionary development permit for a home-based financial planning business during its June 29 regular meeting.
Councillors considered an application from Amelia Oostenbrink to operate a financial and estate planning business from a residence at 68 Prairie Winds Estates. The application was presented by Director of Infrastructure and Development Chad Levitt.
Because the proposed business is classified as a discretionary use in the property’s zoning district, council approval was required.
A permitted use is generally approved administratively by town staff, while discretionary use applications must be considered by council.
“The Department of Infrastructure and Development of the Town of Kindersley received a discretionary use application for the residence located at 68 Prairie Winds Estates,” the staff report stated. “The zone at this location is designated as R4-mobile home residential district, which permits the establishment of a home-based business as a discretionary use.”
During his presentation, Levitt said the proposed business would provide financial advice, debt management, retirement planning, investment services, and life and disability insurance.
Levitt also told council that notices were sent to neighbouring property owners within 75 metres of the residence. Town staff received no comments or objections regarding the application.
According to the staff report, the business must operate entirely within the residence and have little or no impact on traffic in the surrounding neighbourhood. The business must also provide one off-street parking space for each non-resident employee.
As a condition of approval, the business owner must obtain a Town of Kindersley business licence at a cost of $200 and renew it annually for $100.
Council unanimously approved the development permit application.
