Yakutsk in Siberia, Russia (population 350,000) is known as the world's coldest city, and the largest built on permafrost. The average winter temperatures easily plummet to -41°F. The ground remains frozen year-round. Cars are kept running non-stop in the winter, as the oil and fuel can freeze solid if the vehicle is turned off.
