Council approves reserve transfers, property purchase

Editor’s note: Former Town of Kindersley mayor Rod Perkins passed away Thursday, Dec. 18, with his family at his side. Perkins served as mayor for eight years and played a key role in several major community projects, including the town’s fire hall, RCMP station and aquatic centre. His funeral will be held Jan. 2, 2026, at St. Paul’s United Church in Kindersley. He will be missed.

KINDERSLEY — Kindersley town council approved several financial, administrative and governance decisions during its regular meeting on Monday, Dec. 15.

Chief administrative officer Marty Baroni presented the town’s financial report, after which council authorized administration to transfer funds to reserves for projects budgeted in 2025 but not completed. The transfers include $40,000 to the recreation reserve and $50,000 to the machinery and equipment reserve.

Council also approved the “Council of the Town of Kindersley List of Representation to Committees and Boards” for the term running from Dec. 10, 2025, to Nov. 23, 2026, and authorized the 2025 write-offs for utilities and accounts receivable as outlined in the corresponding schedules.

Council directed the mayor and chief administrative officer to extend the facility lease and operating agreement for the West Central Events Centre concession booth with 101262721 Saskatchewan Ltd. to May 31, 2027.

In a separate decision, council approved entering into an agreement to purchase commercial property from the RM of Kindersley No. 290. The purchase involves Lot 6, Block 44, Plan G743, at a cost of $625,000 plus applicable taxes. Administration was authorized to transfer $465,148.17 from the general development reserve, $143,523.97 from the property development reserve and $15,783.96 from the unspecified reserve, for a total reserve transfer of $624,456.10 toward the purchase.

Council also set the schedule for its regular meetings in 2026. Meetings will be held at 5 p.m. in council chambers at 106 5th Ave. E., with dates adjusted in April and October due to statutory holidays.

Several appointments were made for statutory boards. Council appointed Western Municipal Consulting Ltd. to manage the Board of Revision process for 2026, along with a list of members who will serve on the board. Nicolle Hoskins of Western Municipal Consulting Ltd. was appointed secretary to the Board of Revision.

Western Municipal Consulting Ltd. was also appointed to manage the Development Appeals Board process for 2026. Council approved a roster of board members and appointed Claudette McGuire as secretary to the Development Appeals Board.

Council approved a discretionary use application for a home-based business at 346 2nd Ave. E., subject to compliance with zoning bylaw requirements and the applicant obtaining a business licence prior to and during operation.

In other business, council accepted the list of accounts paid totalling $1,536,754.57, along with payroll expenses of $245,063.37. Council also approved the consent agenda, which included committee minutes and correspondence for information and filing.
